Fail to pairing with Error code 15

Fail to start pairing in Windows 7 64 bit server mode, Across Center prompt Error code 15 when press pair button. "Microsoft Bluetooth Enumerator" already enabled in Device Manager

Please check if the following Intel SW is installed in your PC:
For an Intel chipset, please find the “Intel(R) PROSet/Wireless Software for Bluetooth(R) Technology” in “Programs and Features” (“Control Panel” > “Programs” > “Programs and Features”) and remove it. Once you have removed it, the MS Bluetooth stack automatically works and the error during pairing will not occur.

I mean "Intel(R) Wireless Bluetooth(R)" in the list.
